The Institutional Supply Chain

The trafficking is protected not because powerful people want to protect their appetites — though they do — but because the trafficking is the institutional interface with a reality the consensus cannot accommodate.

I was young enough that I accepted it. I was too young to know it was wrong. — Paul Bonacci, Franklin case testimony

The Pattern

Three cases — Omaha, Washington, San Francisco — separated by years and geography, share a structural architecture so precise that coincidence explains less than coordination. In each case: children sourced from institutions that provide access to the vulnerable (orphanages, foster care, military day care). Children transported to locations where powerful figures participate in abuse. Evidence of ritual elements. Photographic and video documentation produced (the blackmail layer). Investigation initiated through accidental exposure. Investigation taken over by federal agencies. Witnesses neutralized — imprisoned, dead, or recanted. Case closed. Documentary evidence suppressed.

The pattern’s repetition across cases is itself data. The institutional immune system responds identically because it is the same system. The classification and compartmentalization architecture that protects nuclear weapons, consciousness research, and underground construction also protects the trafficking operations — because all four cross the same consensus boundary and are managed by the same institutional apparatus.

The Franklin Case: Omaha

In 1988, federal regulators seized the Franklin Community Federal Credit Union in Omaha, Nebraska, after discovering that its manager, Lawrence E. King Jr., had looted approximately $37 million. King was a prominent Republican operative. He sang the national anthem at the 1984 Republican National Convention. He owned homes in Omaha and Washington. He moved in the highest Republican circles of the Reagan-Bush era.

The credit union’s collapse exposed something the financial investigation was not designed to find. Multiple witnesses — children and young adults who had been in Nebraska’s foster care system and at Boys Town, the Catholic orphanage ten miles from Offutt Air Force Base — testified before a Nebraska state senate committee that King had run a child trafficking operation for years. The children described being flown to Washington on private aircraft, being taken to parties at the homes of prominent political figures, being photographed and filmed during abuse, and being returned to Omaha with threats of violence if they spoke.

Paul Bonacci testified in detail. He described parties at which he was forced to perform sexual acts with other children while adults watched and cameras recorded. He described being taken to the White House. He described ritual elements. In 1999, U.S. District Judge Warren Urbom awarded Bonacci $1 million in damages in a civil suit against King — a ruling that required the federal court to credit Bonacci’s account. The court found the testimony credible. The amount was never collected. King had been convicted of the financial fraud and served time, but no charges related to child abuse were ever filed against him or anyone else in the network.

Alisha Owen, another witness, testified before the Douglas County grand jury that she had been sexually abused as a juvenile by a Nebraska district court judge, by the chief of police of Omaha, and by King. The grand jury declared the allegations “a carefully crafted hoax” and indicted Owen on eight counts of felony perjury. She was sentenced to nine to twenty-seven years in prison. She served more time than King received for embezzling $37 million.

Troy Boner, a third witness, recanted his testimony under pressure. He was later found dead. Charlie Rogers, another potential witness, was found dead before testifying.

Yorkshire Television produced a 56-minute documentary, “Conspiracy of Silence,” funded by the Discovery Channel for broadcast on May 3, 1994. The documentary was pulled before airing. Neither Yorkshire Television nor Discovery Channel explained why. The rough cut leaked and circulates online. Nick Bryant’s The Franklin Scandal (2009) documents the suppression architecture in detail, connecting the case to the broader pattern traced in The Blackmail Architecture from Hoover through Cohn to the Epstein network.

The geographic convergence with Offutt AFB — where Dan Sherman ran Project Preserve Destiny (telepathic communication with non-human intelligence under NSA contract), where STRATCOM oversees the nuclear arsenal from an underground bunker, and where President Bush conducted National Security Council meetings from that bunker on September 11, 2001 while the Global Guardian nuclear exercise ran that morning — places the trafficking operation within walking distance of the consciousness program, the nuclear command, and the presidential emergency response on the most consequential day in post-Cold-War American history. The operations are co-located because they are managed by the same institutional apparatus and protected by the same classification architecture.

The Finders: Washington

In February 1987, two men — Michael Houlihan and Douglas Ammerman — were detained in Tallahassee, Florida, with six children aged two to seven. The children were dirty, bug-bitten, and showed signs of neglect. The men were well-dressed, articulate, and identified themselves as members of “The Finders” — a secretive commune based in Washington, DC, led by a man named Marion Pettie.

U.S. Customs Special Agent Ramon Martinez assisted local police in executing search warrants on the Finders’ properties in Washington. Martinez’s report — declassified and available through FOIA — describes finding detailed instructions for obtaining children for unspecified purposes, photographs of nude children, evidence of blood rituals, and a computer network connecting Finders operations across locations.

The investigation was then taken over by the CIA. Martinez’s report states plainly: the investigation into the activity of the Finders had become “a CIA internal matter.” The case was closed. No charges were filed against any Finders member. Houlihan and Ammerman were released for lack of evidence within weeks.

Marion Pettie’s wife worked for the CIA. Pettie himself acknowledged intelligence connections in later interviews. In 2019, the FBI released over three hundred pages of Finders documents from its vault, confirming the scope of the investigation and the institutional shutdown.

The Finders case is the cleanest documented instance of the institutional immune system in action: the moment a law enforcement investigation discovered evidence connecting a child-exploitation operation to intelligence agency personnel, the agency claimed jurisdiction and the investigation ended. The children were returned to their mothers. The ritual evidence was never analyzed. The computer network was never traced. The operation continued or it did not; the public record provides no basis for knowing, because the record was sealed when it mattered.

The Presidio: San Francisco

In November 1986, the San Francisco Police Department, the FBI, and the U.S. Army Criminal Investigation Division began investigating Gary Hambright, an employee at the Child Development Center on the Presidio army base, for molesting children in his care. In August 1987, Army Captain Larry Adams-Thompson reported that his three-year-old daughter had identified Lt. Col. Michael Aquino as one of her abusers.

Aquino — a U.S. Army lieutenant colonel in Military Intelligence — was simultaneously the founder of the Temple of Set, an explicitly Satanic religious organization that had split from Anton LaVey’s Church of Satan in 1975. He was also the author of “MindWar,” a 1980 psychological operations paper proposing the use of electromagnetic frequency, psychotronic weapons, and mass psychological manipulation as strategic military tools. The paper’s five-element architecture — descent, death, substance, container, return — maps precisely onto the Eleusinian Mysteries’ initiatic sequence, run at inverted polarity.

Search warrants were executed at Aquino’s home. Items seized included video tapes, cassette tapes, notebooks with names and addresses, photo albums, and costumes and masks. The Army retained Aquino’s name as a suspect but charges were never filed, partly due to statute-of-limitations issues. The Army recommended AIDS testing for at least sixty children who may have been victims at the facility.

Aquino occupies the single most connection-dense position of any individual in the trafficking-to-occult-to-military nexus: a high-ranking military intelligence officer who founded a Satanic order, authored the foundational document of consciousness warfare, and was a named suspect in child abuse at a military installation’s day care center. The positions do not contradict each other. They describe a single operational profile: the operator who understands that the shattered vessel operation, the consciousness-warfare methodology, and the occult working are the same operation conducted through the same institutional infrastructure.

The Ecology’s Requirements

The trafficking pattern repeats at every scale because human institutions instantiate what they receive from the ecology. The Shattered Vessel gives the mechanism: trauma breaks the vessel’s boundary and creates an unstructured port through which other agencies can write. The institutional supply chain connects those ecological demands to the human operations that fulfill them.

The ecology is populated. The contact literature — from the astral ecology’s mapped territory through the consciousness programs’ operational contacts — describes entity-classes with distinct requirements. A preliminary taxonomy organized by what the alliance produces for the entity:

Emotional harvest. Robert Monroe’s discovery at the Monroe Institute — documented in Far Journeys (1985) with genuine horror — describes non-physical intelligences that feed on human emotional energy, which he named “loosh.” Loosh is produced by the full spectrum of intense emotional states: love, grief, fear, ecstasy, despair. The extraction ecology prefers the negative spectrum because negative emotions can be industrially produced through institutional mechanisms (war, poverty, addiction, trauma), while positive emotions resist industrial scaling. Children produce higher-intensity loosh because their emotional states are less defended by the cognitive dampening that adult experience installs.

Port access. Children’s developmental plasticity makes their boundaries maximally thin — the port is open in ways adult ports are not. The Space Kids program, the GATE screening, and Jordan Jozak’s claimed sub-program all select for children with specific perceptual capacities — children whose ports are already open or openable. The development programs train structured access (two-way communication with integration). The trafficking operations produce unstructured access (breached boundaries with no integration) — which is what the predatory faction of the ecology requires, because an integrated port has boundary defense and an unstructured port does not.

The screening is the same; divergence occurs downstream. The same GATE program may have identified children for both a development track and a harvest track. The public record cannot establish which children entered which path or who made those decisions. It does establish two tracks requiring the same input — high-bandwidth children — inside overlapping institutional terrain.

Communion. Ritual sacrifice is documented across every high civilization that left sufficient records — Aztec, Carthaginian, Canaanite, Vedic, Celtic, Egyptian. The conventional reading: primitive superstition that advanced cultures outgrew. The structural reading: the practice persisted for millennia across independent cultures because it produced a specific result — an energetic or informational exchange with the entities the sacrifice addressed. The ritual is not symbolic. It is operational. The entity receives the offering. The human operator receives something in return: knowledge, power, protection, or continued alliance.

The Hebrew Bible’s repeated prohibitions against child sacrifice to Moloch and Ba’al — named entities receiving named offerings through named practices — constitute the tradition’s own documentation that the practice was current, was real, and was tempting enough to the Israelite population to require explicit divine prohibition repeated across multiple books and prophets. The prohibition implies the efficacy. You do not repeatedly prohibit a practice that does not work.

The Institutional Immune System

The suppression architecture operates identically across every documented case:

Evidence surfaces through accidental exposure — a credit union collapses, two men are arrested with children, parents notice changes in their children’s behavior. Local investigation begins. Evidence accumulates that connects the operation to institutional actors — intelligence personnel, political figures, military officers. At the moment the investigation reaches the institutional boundary, federal agencies claim jurisdiction. The CIA takes over (Finders). Federal authorities intervene (Franklin). The Army manages the investigation (Presidio). Witnesses are neutralized through prosecution (Owen’s perjury conviction), death (Boner, Rogers), or pressure to recant. The case is declared a hoax, charges are dropped, or statutes of limitations are invoked. Documentary evidence is sealed or suppressed.

The pattern is the evidence. A genuine hoax does not require the CIA to claim jurisdiction. A genuine false accusation does not require the accuser to serve more prison time than the accused embezzler. A genuine misunderstanding does not require a documentary to be pulled from national broadcast the week before airing.

The trafficking is protected because its exposure would require disclosing what the trafficking interfaces with. The institutional immune system protects the boundary between the consensus and the ecology. The operations on the human side of that boundary — the sourcing, transport, documentation, and disposal — are managed by the same apparatus that manages the consciousness programs, the underground facilities, and the nuclear command authority, because all of these operations cross the same boundary and all of them would collapse the consensus if disclosed.
