Prediction Ledger

A predictive framework keeps the misses beside the hits.

The Prediction Ledger separates forward claims from retrospective pattern recognition. Each forecast receives a stable identifier, an immutable publication anchor, a bounded window, observable indicators, and a failure condition established before resolution. Outcomes remain visible as hits, partials, misses, or unresolved records.

The initial six forecasts were committed on June 22, 2026, in notes/near-term-predictions.md. Commit 4d61e62 is the publication anchor. Later wording may sharpen measurement, but it cannot widen the original window or weaken the original failure condition.

Status vocabulary

Open means the resolution window remains active or has yet to begin. Hit means the stated indicator occurred inside the fixed window at the specified scale. Partial means some indicators occurred while the full resolution condition did not. Miss means the window closed without the required indicator. Unresolved means the public record cannot support a defensible score after the window closes.

TW-P001 · Turbulence and disclosure boundary

Published: June 22, 2026. Window: January 1, 2025 through December 31, 2027.

Forecast. Experiencer reporting, institutional instability, disclosure pressure, and factional conflict remain elevated through the window. The decisive indicator is either official acknowledgment of non-human intelligence beyond the category UAP, or a visible crackdown that reverses the disclosure trajectory through program closure, prosecution, reclassification, or equivalent institutional force.

Resolution. A hit requires one branch of the decisive indicator by the end of 2027. Hearings, unresolved videos, testimony, documentaries, and additional document tranches count as supporting evidence while remaining below the decisive threshold. A quiet stall without acknowledgment or reversal scores a miss.

Current state. Open. Surface events tagged disclosure-is-permissioned, named-usaps-enter-open-record, disclosure-produces-public-physical-evidence, and 2027-nhi-ack-or-crackdown supply the evidence stream.

TW-P002 · Artemis correspondence

Published: June 22, 2026. Window: the ninety days surrounding the first Artemis IV-era crewed lunar-surface milestone, provisionally associated with 2028 when published.

Forecast. A consciousness, disclosure, or institutional event of comparable symbolic magnitude occurs within the same window. The forecast concerns simultaneity and scale; it leaves the event’s direction open between irreversible disclosure and intensified enclosure.

Resolution. Mission rescheduling moves the observation window with the milestone while preserving the ninety-day width. A hit requires a dated event with durable institutional consequences and a written scale comparison against the lunar milestone. Routine media attention, symbolic coincidence, or an event selected after widening the window cannot resolve the forecast. The milestone occurring without a qualifying counterpart scores a miss.

Current state. Open. The mission date and measurement rubric require review before the window begins.

TW-P003 · Twenty-eight-year recursion

Published: June 22, 2026. Window: January 1, 2028 through December 31, 2030.

Forecast. A major financial or institutional restructuring occurs near the fourth interval in the sequence 1945 → 1973 → 2001 → 2029. The expected form is financial and infrastructural: monetary regime change, settlement architecture, sovereign-debt reorganization, or a comparable transfer in the operating basis of institutions.

Resolution. A hit requires a formal change affecting multiple major economies or systemically important institutions. Market volatility, an ordinary recession, proposed legislation, or a product launch does not meet the threshold. The window closing without a qualifying structural change scores a miss.

Current state. Open. Surface events tagged programmable-money-rails-advance provide the primary evidence stream.

TW-P004 · EMF and health correlation

Published: June 22, 2026. Window: January 1, 2029 through December 31, 2031, conditional on substantial next-generation wireless deployment beginning during 2028–2030.

Forecast. A population-level health signal follows the deployment window with geographic or temporal structure consistent with exposure.

Resolution. The deployment condition must be documented before health outcomes are scored. A hit requires preregistered outcomes, an exposure gradient, and evidence surviving adjustment for obvious confounders. A generalized health crisis without an exposure relationship remains unresolved. Documented deployment followed by no qualifying signal through 2031 scores a miss.

Current state. Open and conditional. The outcome variables and data sources require preregistration before 2029.

TW-P005 · Composite convergence

Published: June 22, 2026. Window: January 1, 2028 through December 31, 2029.

Forecast. Financial restructuring, disclosure pressure, and a visible consciousness or governance shift compose a civilizational inflection comparable in structural consequence to 2001.

Resolution. A hit requires durable state change in at least two of three domains: money, disclosure, and governance or collective attention. Each qualifying change must alter access, authority, or infrastructure beyond a single news cycle. One qualifying domain scores a partial. No qualifying domains scores a miss.

Current state. Open. Surface Events state-change fields provide the measurement vocabulary.

TW-P006 · The 2040 convergence

Published: June 22, 2026. Window: January 1, 2038 through December 31, 2042.

Forecast. Independent long-cycle models converge on a major civilizational inflection centered near 2040. The forecast is deliberately broad in event type and therefore carries a higher burden on magnitude.

Resolution. A hit requires a globally consequential discontinuity comparable to 2001 in institutional, technological, demographic, or civilizational effect. The final rubric must define comparison indicators by the end of 2037. Failure to establish that rubric before the window opens automatically limits the outcome to unresolved rather than hit.

Current state. Open. This is the longest-horizon and least specific forecast in the initial set.

Scoring discipline

The ledger records the original text, later clarifications, all evidence for and against, and a resolution note. Surface Events may attach evidence to a prediction identifier and adjust a confidence touch. They cannot change its window, threshold, or publication anchor.

Qualitative predictions are scored only against their declared indicators. Future probabilistic forecasts should publish a numeric probability and use Brier scoring. Aggregate performance should report the full set, including misses and unresolved cases, with no selective headline rate.
