Mask-rotation architecture tracks continuity of function beneath discontinuity of costume. A governance function, extraction pathway, symbolic operation, or permissioning route may survive public exposure by changing its name, party, ideology, moral language, institutional host, or aesthetic surface.

The mask is the public story. The function is the operational output. When the same output survives under several masks, the function deserves analysis as the stable object.
Mechanism
Mask rotation works because public attention tends to follow identity rather than output. A practice condemned under one name can reappear under a therapeutic, patriotic, humanitarian, scientific, spiritual, entertainment, or safety mask. The rotation refreshes legitimacy while preserving the underlying route.
The architecture is visible when actors, slogans, or ideologies change while the same permissions, dependencies, debts, surveillance capacities, trauma patterns, or attention flows persist.

The strongest evidence is repeated output under changing surface. If the same policy result, institutional power, market concentration, dependency, or ritual effect appears under opposing public justifications, the mask has changed while the function has not.

The weakest claim is excessive functional flattening. Different actors can produce similar outputs through different mechanisms. The architecture should track continuity only where outputs, incentives, channels, and timing converge.
Counter-Reading
The rival reading says costume change is ordinary institutional adaptation. The mask-rotation claim begins when adaptation repeatedly protects the same extraction or permissioning function from accountability.
