Operational output becomes substrate when the product of one system becomes the ground on which later systems must operate. A price, diagnosis, risk score, identity credential, search result, credit record, border status, model classification, or official narrative can begin as output and end as environment.
Use
The card is useful wherever institutions treat prior outputs as reality. The question is whether a record, model, score, label, or narrative has become a constraint on future action.
Mechanism
The transformation has three stages. First, a system produces an output. Second, other systems incorporate the output as input. Third, the output becomes difficult to contest because too many downstream processes rely on it.
Markets do this with prices. Medicine does it with diagnoses. Platforms do it with rankings. States do it with identity records. AI systems do it when model outputs become institutional triage. Consensus itself does it when repeated attention stabilizes a world.
Evidence
The strongest evidence appears when reversing the output requires more effort than producing it did: appeals processes, audit trails, correction barriers, reputational inertia, database propagation, and downstream dependency.
Failure Mode
The failure mode is treating every output as substrate. An output becomes substrate only when later actors must operate through it.
